US Representative Dina Titus (DNV) introduced the FAIR Bet Act, officially known as the “Fair Accounting for Income Realized from Betting Earnings Taxation Act,” following the passage of the Republicans’ “One Big Beautiful Bill,” which removed the full tax deduction on gambling losses.

President Donald Trump and the GOP’s One Big Beautiful Bill (OBBB) contains numerous tax implications that conservatives argue will benefit the American public and stimulate the US economy. Concerning the heavily regulated casino and sports betting sectors, the legislative package is mostly detrimental for the majority of gamblers.

An OBBB provision limits the total gambling losses a person can deduct from their yearly IRS tax obligation from 100% to 90%. Although it may not appear significant, it indicates that an individual who earns $50K in gambling winnings over a year but also incurs $50K in losses would be liable to pay taxes on $5,000 — funds they did not keep after the tax reporting year.

FAIR Bet aims to reinstate the full 100% deduction. The one-page bill would modify the OBBB “by removing 90 percent” and replacing it with “100 percent” in Section 165(d) of the Internal Revenue Code of 1986, as revised.” Without FAIR Bet, the OBBB tax law will be implemented next year.

 

FAIR Bet Supports Rallies

With regulated gambling existing in almost every state, the tax implications of mandating individuals to pay taxes on unrealized net winnings could be significant. It also hinders a professional gambler’s capacity to earn a livelihood.

Following Titus's filing of FAIR Bet, the federal legislation has rapidly gained bipartisan backing. Only two weeks after its submission, the bill has attracted 10 cosponsors, including four Republicans. FAIR Bet is backed by Reps. Ro Khanna (D-CA), Troy Nehls (R-TX), Steven Horsford (D-NV), Jefferson Van Drew (R-NJ), Mark Amodei (R-NV), Susie Lee (D-NV), Gil Cisneros (D-CA), Chris Deluzio (D-PA), Darren Soto (D-FL), and Guy Reschenthaler (R-PA).

Reschenthaler shares the role of co-chair for the Congressional Gaming Caucus alongside Titus.

 

FAIR Bet Will Get Fair Treatment

Following the introduction of FAIR Bet to the US House of Representatives, Titus’ bill was sent to the House Ways and Means Committee, where it has remained. The legislation is scheduled for an off-site committee meeting in Las Vegas this Friday, July 25.

The House Ways and Means Committee has arranged a "Full Committee Hearing" on the OBBB for 10 am PDT. The event is set to occur at the YESCO (Young Electric Sign Company) headquarters located at 5119 Cameron St. This electric sign company is the owner of the iconic “Welcome to Fabulous Las Vegas” landmark and is accountable for Vegas Vic, the Fremont Street Experience canopy, along with numerous other historic signs and electronic displays throughout the Las Vegas Valley.
