Canada's financial intelligence agency, FINTRAC, has imposed a fine of $212,025 on the Atlantic Lottery due to failures in complying with anti-money laundering regulations, and the crown corporation has stated that it will not contest this decision.

On July 9, FINTRAC revealed that the fine was levied because the gaming entity breached the Proceeds of Crime (Money Laundering) and Terrorist Financing Act.

Regulatory Body Imposes Fine

Federal authorities indicated that the fine was a result of three separate failures to comply. The Atlantic Lottery did not file suspicious transaction reports even though there were reasonable grounds to suspect possible money laundering or financing of terrorism activities.

Furthermore, the crown corporation did not keep its compliance policies up to date with the approval of senior officers and failed to thoroughly evaluate and document the risks associated with financial crimes.

On July 10, Atlantic Lottery stated that it had settled the fine. In their announcement, they clarified that FINTRAC's findings did not imply any allegations of money laundering, terrorist financing, or illegal actions involving Atlantic Lottery or its players.

Lottery Declines to Appeal

“While Atlantic Lottery has full confidence that its compliance program meets or exceeds its obligations, it is not in the best interest of Atlantic Canadians to divert funds that would otherwise be returned to provincial shareholders by disputing this penalty through a legal appeal,” the statement read.

Atlantic Lottery is a lottery and gaming company owned by the government that represents the four Atlantic provinces of Canada: New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador.

FINTRAC Enforcement Trends

This organization manages lottery games, video lottery machines, online gaming, and sports wagering throughout Atlantic Canada, and it also runs the Red Shores gaming and entertainment venue located in Prince Edward Island.

FINTRAC serves as Canada’s financial intelligence authority, tasked with identifying, preventing, and reducing money laundering and terrorist financing. It is responsible for gathering, analyzing, and distributing financial intelligence to law enforcement and national security organizations.

In the period of 2025-26, the agency recorded a total of 35 non-compliance violation notices issued to businesses, marking the highest figure for a single year in its history, which amounts to $247 million. This figure encompassed all sectors of business, extending beyond just gaming.
